Audit mode or Zero Trust mode

An admin can set the tenant in "Audit Mode" or "Zero trust mode"

Audit Mode: Enables tenants to auto discovery and allow the users to authenticate anyway.

Zero trust mode: Only approved / enabled policies with fine grained access control will be allowed.
